Rep. Carter Approves Federal Energy Assistance for Needy Families, Seniors


HARTFORD—Today at a joint legislative committee public hearing, State Rep. Dan Carter (R-2) voted to approve a Block Grant plan for the Connecticut Energy Assistance Program (CEAP), estimated to provide heating assistance to over 100,000 lower-income households this winter.

The program was approved unanimously by the Energy & Technology, Appropriations and Human Services Committees, and will be available to households in amounts ranging from $100 – $2,175 depending on income.

CEAP is designed to help offset the winter heating costs of Connecticut residents whose annual income falls at or below 150 percent of the federal poverty guidelines, which for a family of four means an income of $34,575 or less.

Eligible applicants include seniors, persons with disabilities, or households with children under the age of six with incomes between 150 and 200 percent of the federal poverty line.

“I’m pleased we’ve been able to direct our federal resources to help the people who are most vulnerable, including seniors and low income families with small children,” said Rep. Carter, a member of the Energy & Technology Committee. “I often emphasize the need for the state and federal government to spend wisely so that we can afford to protect these valuable safety nets.”

CEAP is funded by the U.S. Department of Health and Human Services’ Low Income Home Energy Assistance Program (LIHEAP), and is available to both homeowners and renters.

Fuel deliveries will begin November 15, 2012, and the deadline to submit fuel bills will be May 31, 2013.

The Department of Social Services, which will be administering the program, has allocated resources to protect against fraud, including the establishment of a fraud hotline.

Rep. Carter serves on the legislature’s Energy & Technology Committee, as well as the Banks and Public Health Committees.

Representative Carter represents the communities of Bethel, Danbury and Redding.
